Oh no, that looks rather complicated and it cannot be done with normal toggle switches. You would need packed switches.
But though it would be the (not unsurpassable) peak of madness - 1023 switches which would control a pattern of 10 lamps - nothing of 'intelligent' calculating, only a lot of copper wiring and such stuff!
